What the FY2027 request buys

Verbatim from the R-2A exhibit for project 4034 of PE 0204229N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continuation of activities in support of Maritime Strike Tomahawk (MST) in FY 2027 will focus on qualification activities for Initial Operational Capability (IOC) hardware, including Ultra 1.1+ (formerly known as ULTRA 1.2) seeker processor upgrades. Integration efforts will ensure full compatibility and performance between IOC software and hardware components. Comprehensive testing of IOC capabilities will include both ground and flight test events to validate system performance and readiness. Complete Early Operational Capability (EOC) activities and contract close out activities. Additionally, Tactical Tomahawk Weapons Control System (TTWCS) and Vertical Launch System (VLS) modifications will be implemented and tested to support IOC. These changes will be accompanied by necessary funding and engineering efforts to ensure full system integration and operational effectiveness. Program Executive Office Integrated Warfare Systems (PEO IWS) PMS 425 will lead the integration of TTWCS capabilities required to support both MST EOC and IOC milestones, ensuring synchronized delivery of software to Weapons Control Stations and Firing Units (FRUs).

FY2026 to FY2027 change

FY 2026 to FY 2027 budget decreases as a result of partners funding a portion of IOC efforts. EOC is a Navy-only early fielding requirement.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continuation of activities in support of Maritime Strike Tomahawk (MST) that include completing EOC contract efforts in FY 2026 as well as efforts to support IOC in FY 2027. MST will continue testing efforts, to include ground and flight tests, in FY 2026 based on any test findings from late FY 2025 that need to be fixed. MST will continue to conduct data collection events and algorithm refinements as required in support of ongoing testing to support both post EOC testing and IOC in FY 2027. Modeling and Simulation (M&S) improvements, testing, and characterization will continue in FY 2026. M&S will also continue future improvements in support of QRA ongoing and IOC. TTWCS will continue development of and testing of updated software. MST will continue training curriculum development, logistics products development, installation activities, and crew training for test and EOC deploying platforms. MST will continue software integration and hardware qualification of the seeker processor obsolescence upgrade (also known as ULTRA 1.2) in support of MST IOC in FY 2027. MST will also continue engineering and test support of the MST Test Program. FY 2026 Mandatory funding in the amount of $60.000M will accelerate efforts focused on Passive Sensor maturation and integration to enhance MST capabilities. These efforts include continued algorithm development, sensor integration, and test activities required to enable improved passive targeting capability for the weapon system. MST will also support production capacity expansion initiatives across the MST industrial base to increase annual kit production capacity.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 4034's FY2027 request and 22% of PE 0204229N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
