What the FY2027 request buys

Verbatim from the R-2A exhibit for project 1427 of PE 0204571N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue development of updates to integrated combat system data collection and After-Action review/Debrief also known as Data Collection and Debrief (DCD) products also known as Data Collection and Debrief (DCD) for Aegis Baseline 9 and follow that are aligned to tactical improvements that will provide an effective means for instructors to assess crew performance during LVC events. Continue SSDS DCD Engineering at a reduced rate from previous year. Continue development of common ship/shore virtualized computing, networking and display infrastructure to allow shore operator training systems to be updated at the same time new combat system baselines are delivered. Continue updates to Cooperative Engagement Capability (CEC) Training capability updates to align with CEC Block II redesign. Continue combat systems classroom architecture changes to enable combat system and integrated simulator software delivery. Continue development of a two-way data exchange training capability between surface ships and supporting aircraft. Continue development of integrated training for LCS Independence class legacy combat systems and the LCS lethality and survivability (L&S) upgrade. Continue development of Zumwalt Enterprise Upgrade Solution (ZEUS) (formerly DDG 1000 Zumwalt Onboard Trainer (ZOBT) Phase II At-Sea Training).

FY2026 to FY2027 change

The decrease of $36.182M from FY26 to FY27 is due to the deceleration of the initial development and integration of ATD on Littoral Combat System (LCS). Additionally, the deceleration of the SCSTE development of distributed training, geo-dispersed training and test use cases and completion and ceasing of activity for development of the Naval Strike Missile (NSM) Training Capability for FFG 62. Finally, budget dictates deceleration and delay of SSDS DCD and ECS, EW Training, and DDG 1000 development.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 31% of project 1427's FY2027 request and 11% of PE 0204571N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
