What project CY99U1 buys
Unified Platform (UP) provides the secure, cloud based infrastructure that underpins the Joint Cyber Warfighting Architecture (JCWA). UP delivers the “R2D2” JCWA development and collaboration environment, the modernized and interoperable JCWA Common Runtime Stack (JCRS), and the upgraded “CASPIAN” Big Data Platform—together forming the primary weapon system enabling Cyber Mission Forces to execute the Defensive Cyberspace Operations (DCO) mission. “R2D2” is the controlled unclassified development environment that enables rapid software engineering for cyberspace capabilities. UP provides a common suite of development and collaboration tools, along with automated software pipelines for testing and cybersecurity, accelerating delivery of capabilities to Cyber Mission Forces. JCRS is the scalable runtime environment used to deploy cyberspace capabilities in production, ensuring applications remain interoperable, available, and able to consume authoritative data sources. UP modernizes the JCRS baseline, which is deployed across all Service Cyber Components and Department of War agencies to perform DCO missions. JCRS supports large cloud based Big Data Platforms, local instances, and deployable Joint Cyber Hunt Kits. “CASPIAN” is USCYBERCOM’s Big Data Platform built on the JCRS architecture and designated as the warfighting system for the DoW Cyber Defense Command (DCDC) to secure, operate, and defend the DoW Information Network (DoWIN). It also supports the Cyber National Mission Force (CNMF) in defending the nation and allies against cyberspace threats. This program element also funds non USCYBERCOM civilian pay required to manage, execute, and deliver existing and emerging weapon system capabilities.

The R-2A exhibit — the only level of the budget that describes work that has not happened yet. Activities carry the prior, current and budget year only, no five-year plan. Each describes FY2027 work in enough detail to have its own page; the rest are shown here in full. Coverage is partial across the corpus, so count activities, never total them.
Enhance JCRS to improve software development monitoring, optimize user and group management, integrate application tools, and increase visibility of authorization artifacts to strengthen development platform functionality and accelerate capability delivery to Cyber Mission Force operators. • Onboard cloud environments for the Persistent…
