What the FY2027 request buys
Verbatim from the R-2A exhibit for project 2134 of PE 0304785N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Complete development of a new High Frequency (HF) Direction Finding (DF) antenna and a Very/Ultra High Frequency (V/UHF) transmit antenna. - Complete development of updated antenna form factor and associated electronics for the AS-4683 L-Band antenna. - Complete the NewGRAD, a hemi broadband antenna required to meet Graywing mission requirements and providing SHF direction finding capability. - Continue integration with SEWIP, which will make Spectral interoperable with SEWIP to enable the systems to utilize each other's antennas, increasing the frequency range available to both systems. - Continue development of the AESA, an antenna providing simultaneous transmit and receive capability across a broad frequency range with high EIRP and gain-to-noise temperature. - Begin development against Special Signal Capabilities (SSC) and Spectral requirements to address gaps in future topside capabilities. - Conduct Operational Assessments for NewGRAD, HF/DF, V/UHF, High Gain, Narrow Band (HGNB), and Next Gen AS-4683 antennas.
Advanced IW Antennas FY 2026 to FY 2027 decreased (-$1.382M) due to the completion of the development of updated antenna form factor and associated electronics for the AS-4683 L-Band antenna.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 21.6 |
| FY2026 | Enacted | 20.6 |
| FY2027 | Request | 19.2 |
This activity is 9.0% of project 2134's FY2027 request and 7.0% of PE 0304785N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
