What the FY2027 request buys

Verbatim from the R-2A exhibit for project CY50S1 of PE 0306250JCY. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

$266.173M in FY 2027 funding will mature the Command’s Data Analytic Support Cell (DASC), enabling the use of advanced analytical tools aligned to mission threads and an analytic scheme of maneuver to improve command and control of the DCDC. Additionally, FY 2027 resources will sustain existing USINDOPACOM capabilities installed from FY 2024 through FY 2026. Sustainment activities will include continued development of improved and/or additional tools and tradecraft methodologies to ensure sensing and monitoring capabilities remain effective against a constantly evolving threat landscape.

FY2026 to FY2027 change

The $148.954 million increase reflects a strategic shift from NC3 kit procurement—scheduled to conclude in FY 2026—to the operationalization of AI driven data analytics and the expansion of OT sensor deployments. Increased funding supports the USCYBERCOM 2.0 mandate for integrated force generation and enhanced mission monitoring capabilities, while corresponding decreases are realized through efficiencies gained from cloud native transitions and the decommissioning of legacy on premise hardware.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

$117.219M in funding will significantly enhance sensing and monitoring capabilities across the Nuclear Command, Control, and Communications (NC3) pilot effort. Resources will support continued development of operator training, advanced analytics, and necessary hardware and software refinements. Maturing the NC3 sensing and monitoring pilot is essential to ensuring the capability is effective, suitable, and fully integrated to support daily defensive cyber operations across the NC3 Enterprise. For PDI Enhanced Sensing initiatives, FY 2026 funding will sustain capabilities installed during FY 2024–2025 and support planning to improve existing sensors, deploy additional tools, and refine tradecraft methodologies. These enhancements are required to keep pace with a dynamic and rapidly evolving threat environment. Advanced sensing and monitoring remain vital to early adversary detection and timely defensive response.

FY2025 accomplishments

The FY 2025 funds associated with USINDOPACOM’s PDI supports deployment of tools and development of tradecraft that detect opportunities for adversarial access to midpoint and/or endpoint devices via telecommunication streams of the Radio Frequency (RF) spectrum, terrestrial fiber links and the Internet of Things (IOT). The intent is to discover and identify unique and constantly evolving vulnerabilities to key networks to improve the overall defensive posture in the AOR.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project CY50S1's FY2027 request and 20% of PE 0306250JCY's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
