What the FY2027 request buys

Verbatim from the R-2A exhibit for project 0000 of PE 0602123N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue three-year projects selected in FY2026 to further develop and maintain the Science and Engineering workforce by providing funding to Naval Warfare Centers and Laboratories to foster high risk/ high reward applied research initiatives of Naval interest. Each Naval site conducts peer reviews for existing research projects, assess the quality of the research, and determine if projects should continue. - Complete the three-year FY 2025 projects and two-year FY 2026 projects. Assess opportunities for technology transition to larger programs through coordination with resource sponsors. Transfer successful efforts to research, development, test, and evaluation-sponsored programs. Assess opportunities for recruitment and retention of outstanding scientists and engineers. - Initiate new efforts at the participating warfare centers or laboratories to generate new two- and three-year research initiatives strictly focused on utilizing Navy S&T funding exclusively for high-quality research that directly aligns with naval technology roadmaps and focus areas, in support to the critical missions of our warfare centers and laboratories for the Navy.

FY2026 to FY2027 change

The funding increase from FY 2026 to FY 2027 is to expand the number of scientists and engineers conducting naval-relevant research efforts at warfare centers and laboratories across the Naval Research and Development Establishment (NR&DE). Efforts will focus on warfighter needs, technology transition, and delivering these game changing technologies to our sailors and marines, providing opportunities for the recruitment and retention of outstanding scientists and engineers within the Navy.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Continue three-year projects selected in FY2025 to further develop and maintain the Science and Engineering workforce by providing funding to Naval Warfare Centers and Laboratories to foster high risk/ high reward applied research initiatives of Naval interest. Each Naval site conducts peer reviews for existing research projects, assess the quality of the research, and determine if projects should continue. - Complete the three-year FY 2024 projects and two-year FY 2025 projects. Assess opportunities for technology transition to larger programs through coordination with various resource sponsors. Transfer successful efforts to research, development, test, and evaluation-sponsored programs. - Continue new efforts in FY 2026 at the participating warfare centers or laboratories to generate new two-year and three-year research topics where priority is given to warfighter needs, technology alignment, high quality research, and recruitment and retention of outstanding scientists and engineers. Topics cover a broad range of Naval relevant research areas critical to the support of warfare center and laboratory missions.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 9.9% of project 0000's FY2027 request and 9.1% of PE 0602123N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
