What the FY2027 request buys

Verbatim from the R-2A exhibit for project 622403 of PE 0602203F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Complete the development of a mission management autonomy framework. Activities include: -Enabling Autonomy Government Reference Architecture (A-GRA) compliance and containerization of all the skills to facilitate transition. Complete the development and evaluation of algorithm enhancements for a tactical scenario. Activities include: -Simulation and analysis under more challenging mission scenarios as well as A-GRA compliance and flight test. Commence the development of flight behaviors, contingencies, and mission management specific to the terminal area. Activities include: -Landing in austere environments, landing flight behaviors, and landing contingencies including runway incursions, go-arounds, and missed approaches. Commence the development of contingency management at the vehicle, flight, and mission levels including their effect on mission execution/success. Activities include -Developing contingency management monitors and controllers, identifying interfaces and messages to enable contingency management functions. Commence the development of cooperative and strategic teaming of heterogenous teams of unmanned collaborative aircraft, along with decision-making for mission execution. Activities include: -Flight path planning for threat weapon engagement zone avoidance, coordinated maneuvering, tactics, task/role assignment, and weapons allocation. Commence the development of flight maneuvers, behaviors, and tactics for autonomous collaborative platforms and high-speed vehicles. Activities include: -Dynamic flight control for specified maneuvers, flight path planning on a sphere for high-speed vehicles, tactical game theory for weapon engagement zone avoidance, and collaborative teaming for singular mission teams

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Complete the development of a trusted autonomy approach. -Activities include the development of tools and techniques for run-time assurance. - Complete the development, demonstration, and assessment of advanced autonomy capabilities. -Activities include robust modeling and simulation and scaled surrogate testing. - Complete the development of autonomy optimization and assurance in dynamic and uncertain environments. -Activities include developing goals in dynamic maneuvering and weapons engagement zone pursuit or avoidance. - Continue the development of a mission management autonomy framework. -Activities include enhancing compliance with and identifying required modifications to the standard. - Complete the development, demonstration, and assessment of autonomous behaviors. -Activities include advanced dynamic role/lane assignment, adaptive plan/mission management. - Initiate the development and evaluation of algorithm enhancements for a tactical scenario. -Activities include simulation and analysis of airspace deconfliction, counter-air tactics, and weapons employment.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 47% of project 622403's FY2027 request and 8.0% of PE 0602203F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
