What the FY2027 request buys

Verbatim from the R-2A exhibit for project PT2 of PE 0602384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue development of machine learning tool for vaccine selection by adding additional platform data and functionality. Transition to Project PT3/Protect Biological Warfare Defense Prophylaxis thrust area for further development. - Continue to test threat agnostic prophylactic products as stand-alone Medical Countermeasures (MCM) and in combination with vaccines and therapeutics in a layered defense strategy. Transition promising candidates to Project PT3/Protect Biological Warfare Defense Prophylaxis thrust area for further development. - Continue to evaluate novel formulations and delivery systems to enable MCMs that provide immediate protection and stronger efficacy with less doses. Transition promising technologies to Project PT3/Protect Biological Warfare Defense Prophylaxis thrust area for further development.

FY2026 to FY2027 change

Minor change due to routine program adjustments.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Expand development of the machine leaning based computational tool by adding additional platforms and rapid antigen discovery to rapidly identify the optimal vaccine platform with which to counter any particular current, novel, or emerging biological threat. - Continue to test threat agnostic prophylactic products as stand-alone Medical Countermeasures (MCM) and in combination with vaccines and therapeutics in a layered defense strategy. - Identify and evaluate novel formulations and delivery systems to enable MCMs that provide immediate protection and stronger efficacy with less doses.

FY2025 accomplishments

- Initiated evaluation of self-amplifying RNA vaccines to determine their effectives as compared to mRNA vaccines. - Continued development of a computational tool to rapidly identify the optimal vaccine platform with which to counter any particular current, novel, or emerging biological threat. - Continued to test threat agnostic prophylactic products as stand-alone Medical Countermeasures (MCM) and in combination with vaccines and therapeutics in a layered defense strategy. - Continued to evaluate and characterize novel adjuvants in various vaccine constructs to improve immune response. - Continued to evaluate broad-spectrum encapsulated oral mRNA platform for protection against biological threats.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 27% of project PT2's FY2027 request and 10% of PE 0602384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
