What the FY2027 request buys

Verbatim from the R-2A exhibit for project 630320 of PE 0603032F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue modeling and simulation from material to vehicle to identify and mature EMS protection and integrate data into applicable program offices. - Continue system, subsystem, and component level testing to baseline EMS protection material performance. - Continue integration of EMS protection and survivability techniques and principles within select systems of interest in support of transition. - Continue development of transition into industry for application into component and warfighter systems. - Continue technology demonstration and training aid capabilities to develop tactics, training, and procedures for aircrew and platforms to operate in and around electromagnetic spectrum (EMS) contested environments. - Continue activities to mature and demonstrate advanced technology solutions, components and sub-system prototypes and models to support large-scale, widely adopted all-domain warfighter operations. - Complete design and development of multi-domain experiment to rapidly mature EMS protection material solutions. - Complete demonstration planning, site survey, security and safety coordination. - Continue Model-Based Systems Engineering (MBSE) of platform and system function, response, material performance, and behaviors. - Commence demonstration for space material solutions. - Commence demonstration for airborne material solutions.

FY2026 to FY2027 change

FY 2027 funding increased compared to FY 2026 by $6.330 million due to commencement of the demonstrations for space and airborne material solutions.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Continue modeling and simulation from material to vehicle to identify and mature EMS protection and integrate data into applicable program offices. - Continue system, subsystem, and component level testing to baseline performance of EMS protection materials. - Commence design and development of multi-domain experiment to rapidly mature EMS protection material solutions. - Commence demonstration planning, site survey, security and safety coordination. - Commence Model-Based Systems Engineering (MBSE) of platform and system function, response, material performance, and behaviors.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 11% of project 630320's FY2027 request and 11% of PE 0603032F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
