What the FY2027 request buys

Verbatim from the R-2A exhibit for project CZ8 of PE 0603464A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Will mature submunition guidance, targeting, and collaboration algorithms through Hardware-in-the-loop testing, validate submunition dispense mechanism from PrSM with two dynamic dispense demonstrations, refine the high-fidelity six-degree of freedom model, and conduct design reviews. Mature Tactical Overmatch Missile Technology (TOMT) conceptual designs to verify system performance in degraded and contested environments. Mature TOMT Government test bed capability with data collected from relevant environment. Provide most promising technologies for further demonstration and maturation that mitigate capability gaps in extending range and providing lethality overmatch and begin collaboration and planning for future line of sight and beyond line-of-sight demonstrations.

FY2026 to FY2027 change

Funding increase reflects ramp up in industry development and maturation of components for PrSM Modular payload, and maturation of technology to increase lethality and range for expanded maneuver

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Will mature submunition component technologies to include warhead performance, submunition guidance and targeting, and autonomous collaboration algorithms; mature dispense system designs through high-fidelity six-degree of freedom model development; perform design reviews; and demonstrate autonomous collaborative engagement on a surrogate airframe.

FY2025 accomplishments

Will optimize components for modular payloads such as submunition guidance, six-degree of freedom model development, sensor packaging and algorithms, warhead performance, and airframe design; conduct wind tunnel demonstrations to optimize aerodynamic design; perform quantitative analysis on six-degree-of-freedom simulations against scenario specific vignettes.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 18% of project CZ8's FY2027 request and 9.8% of PE 0603464A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
