What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3174 of PE 0603598N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
FY 2027 funding supports execution of multiple (3-5) Scaling efforts through the BETS proposal process. After material solutions are identified to address operational gaps through the Prototyping BETS (via US Government, traditional, and non-traditional industry capabilities), and those solution prototypes are tested and validated to fill the operational needs of the warfighter, the Scaling BETS provide the approval and funding to proceed to the scaling phase of production so that the proven combat capabilities can be quickly deployed across Naval warfare domains. The DON RCO executes scaling efforts through coordination with the Portfolio Acquisition Executives (PAEs) and Direct Report Program Managers (DRPMs), who assume the capabilities as they transition to Programs of Record (PoR). Funding to support the Scaling BETS are critical to the mission of DONRCO to rapidly field critical and innovative combat capabilities that address urgent strategic challenges and deliver asymmetric advantages to maintain U.S. maritime supremacy.
FY 2027 increase of $50.000M funds the execution of the Budget Execution-year Technology Selections (BETS) Board process for identification and selection of capability solutions as well as associated rapid prototyping and scaling efforts in support of Rapid Development and Deployment.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 50.0 |
This activity is 100% of project 3174's FY2027 request and 57% of PE 0603598N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
