What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3085 of PE 0603599N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Execute live-fire tests in support of generating empirical LFT&E survivability data for verification, validation, and accreditation of multiple LFT&E survivability models. Conduct Cyber Range testing to assess system performance in a representative operational cyber environment and to validate the system's ability to operate securely under realistic threat conditions. Conduct early integration testing to evaluate initial system interactions. Results from these events will identify what additional LFT&E efforts will be required for FF(X) class. Conduct Early Integration Tests and Cybersecurity Tests as risk reductions for ship construction industrial stage testing. Conduct test execution, M&S planning, and material procurement for LFT&E testing efforts. Continue FF(X) test requirements focused on obtaining data to reduce future at-sea testing requirements. Continue system integration assessments associated with the Combat System with other Warfare System selected for fielding on FF(X) ships. Continue coordination and planning required to execute a Developmental Test Assist Design Review event for an early assessment of the FF(X) class CONOPS, preliminary ship design documentation, planned mission critical systems hardware and software versions and how they are to be integrated into the ship design, manning, training plans, and planned platform employment in the fleet. Refine testing schedules and testing resource requirements timelines to support later integration and certification testing.

FY2026 to FY2027 change

Funding increase in FY27 related to execution of LFTE and Early Integration Testing, Phase 1, and other testing events necessary for a 2028 launch and 2030 delivery of Ship 1.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Planned live-fire tests in support of generating empirical LFT&E survivability data for verification, validation, and accreditation of multiple LFT&E survivability models. Results from these events identify additional LFT&E efforts required for FF(X) class. Planned events included test execution, Modeling and Simulation (M&S) planning, and material procurement for LFT&E testing efforts. Development of FF(X) test requirements focused on obtaining data to reduce future at-sea testing requirements. Conduct system integration assessments associated with the Combat System with other Warfare System selected for fielding on FF(X) ships. Coordinated and planned Developmental Test Assist Design Review event for an early assessment of the FF(X) class CONOPS, preliminary ship design documentation, planned mission critical systems hardware and software versions and how they are to be integrated into the ship design, manning, training plans, and planned platform employment in the fleet.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 17% of project 3085's FY2027 request and 17% of PE 0603599N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
