What the FY2027 request buys

Verbatim from the R-2A exhibit for project CE5 of PE 0603619A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

FY 2027 will continue to provide accelerated prototype hardware to Transformation in Contact (TIC) units for feedback to refine the system design. The program will prepare documentation for Milestone B approval, award Engineering and Manufacturing Development (EMD) contract(s) to refine system design, build prototype hardware, and integrate detection/neutralization hardware. The program will also work to evaluate transitioning from a Major Capability Acquisition Pathway to Rapid Prototyping and Fielding.

FY2026 to FY2027 change

Increase required to support delivery of hardware and software for detection and neutralization development and autonomous platform integration activities.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

FY 2026 will continue the industry prototyping effort to conclude with prototype demonstrations and deliver automated threat detection capabilities to Transformation in Contact (TiC) units by the end of the Fiscal Year.

FY2025 accomplishments

FY 2025 will support continued TMRR, refinement of the system baseline through further development of key subsystem enabling technologies, multiple technology maturation test events followed by a soldier touchpoint to demonstrate the baseline configuration, and requirements/Capability Development Document (CDD) development.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project CE5's FY2027 request and 58% of PE 0603619A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
