What the FY2027 request buys

Verbatim from the R-2A exhibit for project 350 of PE 0603680D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Execute DoW armed service directed R&D projects to support overcoming the remaining barriers required for widespread adoption of advanced manufacturing. The projects are directed toward additive, digital, material, soft good, photonic, bio-industrial, robotic automation, bio-medical and hybrid electronic manufacturing. Requirements will be informed from the armed service labs and forward-deployed Advanced Manufacturing Capabilities to support area Combatant Command priorities. Project reviews will be held in conjunction with the vendors and the defense working groups JDMC, JAMWG and JDMTP) subject matter experts.

FY2026 to FY2027 change

An increase of $130.329 million between FY 2026 and FY 2027 reflects $93.560 million for INDOPACOM critical priorities and the realignment of $36.769 million for ongoing DoW armed service led advanced manufacturing projects already being conducted from Joint Additive Manufacturing Working Group, BiofabUSA, and ARM.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 57% of project 350's FY2027 request and 22% of PE 0603680D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
