What the FY2027 request buys

Verbatim from the R-2A exhibit for project 730 of PE 0603838D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

In FY 2027, DIA intends to initiate Experimentation, Prototypes, and Enablers efforts in support of emergent operational gaps in collaboration with the joint Services and CCMDs. Execute a focused Experimentation and Assessment campaign leveraging J‑REX, CCMD, and Service‑level events to rapidly validate technologies that close critical joint warfighting gaps; counter enemy force's ability to deny, disrupt, destroy, or defeat friendly force logistics activities; Integrate advanced surveillance, layered strategies, and rapid response protocols for robust protection against emerging threats. Planned Activities: • Expand J-REX experimentation scope to incorporate additional cross domain mission threads through live, virtual, and constructive distributed experimentation. • Mature analytic frameworks and modeling tools supporting MEIA and transition readiness assessments. • Integrate emerging technologies into multi Service events to validate interoperability and operational utility. • Deliver transition recommendations and evidence packages to OSW, Joint Staff, and Service sponsors.

FY2026 to FY2027 change

The increase from FY 2026 to FY 2027 provides funding for additional technological experimentation required to rapidly field capability to address Joint Operational Problems and Combatant Commands Priorities.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 13% of project 730's FY2027 request and 9.3% of PE 0603838D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
