What the FY2027 request buys
Verbatim from the R-2A exhibit for project MD24 of PE 0603890C. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Finalize, configure control, and deliver the JTMC Bridge Standard v3.0 updates. - Initial JTMC Bridge fielding (into Service PoRs) to include Integrated Battle Command System (IBCS), CEC/CTN, TOC-L and ABADS-MD. - Integrate JTIFC and the Joint Service LVC environment into the Guam Defense System (GDS) Joint Program Office (JPO) Defense of Guam Mission Engineering Environment (DGMEE). - Support Office of the Secretary of War Research & Evaluation Defense Acceleration Initiative Cross Service Sensor Netting Live Fire flight tests to provide objective quality evidence to support JTMC-B fielding and certification. - Provide JTIFC capabilities support for Combatant Command (CCMD) exercises (e.g. Project Convergence, Northern Edge 27 & Formidable Shield 27). - Establish JTIFC Software Integration Lab (SIL) for integration, testing and certification, critical to ensure successful fielding of JTMC-B. - Provide IAMD M&S model improvements, and system engineering analysis of cross-Service kill chains using high-fidelity software-in-the-loop program office system representations. - Mature and update JTIFC capabilities in digital and hardware infrastructure to support testing in Joint Live, Virtual, Constructive (LVC) environment. - Development/experimentation to demonstrate integration with Allies and Partner Nations to counter advanced threats through joint integrated fire control capabilities using the JTMC-B. - Prototype, demonstrate & develop capability to pass Proliferated Warfighter Space Architecture (PWSA) sensor data directly into Service IAMD tactical weapon systems using the JTMC-B to counter advanced threats with partnership from Space Development Agency. - Conduct engineering and integration necessary to establish a space-based composite tracking network. - Concept development of networked Electronic Protection (EP) efforts by defining EP sensor features, EP data sharing, and prototype EP identification between Service IAMD combat systems. - Systems engineering, integration, prototyping and demonstration of JTIFC enabled Counter-Unmanned Aircraft System (UAS) capabilities using JTMC-B.
Increase from FY 2026 to FY 2027 provides for hardware-in-the-loop Combatant Command exercise demonstration of Allies and Partner integration, foreign radar integration, establishes JTIFC SIL, and integration of the Space Development Agency's Proliferated Warfighter Space Architecture into Service IAMD combat systems.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
- Evaluate composite tracking networks to identify, engage and counter advanced threats. - Refine advanced cross-Service kill chains in preparation for a live fire event in 2027. - Continue architecture and prototyping efforts to improve integrated fire control. - A single-year increase in FY 2026 will: -- Establish JTIFC digital systems integration lab to support rapid integration, evaluation and refinement of JTIFC capabilities implementations into Army, Navy, Air Force and Marine Corps IAMD systems with virtualized tactical code representations of those systems. -- Establish systems engineering and configuration management processes and capabilities for JTIFC requirements, standards, interface control documents and software. -- Establish a standardized set of JTIFC analysis tools and capabilities to include deployable analysis kits to support on-site exercise and experimentation quick turn support.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 21.1 |
| FY2026 | Enacted | 28.9 |
| FY2027 | Request | 40.9 |
This activity is 15% of project MD24's FY2027 request and 2.8% of PE 0603890C's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
