What project MX09 buys
Provides Government, contractor, and Federally Funded Research and Development Center (FFRDC) workforce that manage the overall Aegis Based Defense program and enables the program to develop, build, and test standard missiles and associated Aegis Weapons Systems. Aegis Based Defense, in accordance with negotiated agreements between the United States (U.S.) Navy and the Missile Defense Agency (MDA) has identified and segregated funding for Developmental Support of Aegis Based Defense specific elements resident aboard Aegis capable U.S. Navy ships. Computer Program Support consists of, but is not limited to, reviews of Technical Observation Reports (TORs) that are generated by ship crews during exercises or deployments, determination of root causes and preparation of Computer Program Change Request (CPCR) to correct TORs, updates to the in-service computer program to apply, test and certify multiple CPCRs, and tests installation of Aegis Weapon System (Army/Navy Surface Radar Surveillance and Control Radar/Fire Control System) alignment updates as required. Aegis Based Defense provides support to Annual Integration Events to ensure any updated Aegis Combat System computer programs do not degrade Ballistic Missile Defense (BMD) equipped ships and provides distance and technical support for BMD equipped ships. Provides Fleet operations and mission support to enable the conduct of sustained BMD operation.

Project MX09 funding, FY2025–FY2031
Prior years are actuals, the budget year is the request, and the outyears are the FYDP plan. Estimate types are colored and never summed into one figure. Projects carry the full five-year plan; the activities inside them stop at the budget year.

4 accomplishments / planned programs
The R-2A exhibit — the only level of the budget that describes work that has not happened yet. Activities carry the prior, current and budget year only, no five-year plan. 1 of them describes FY2027 work in enough detail to have its own page; the rest are shown here in full. Coverage is partial across the corpus, so count activities, never total them.
The exhibit describes this work once, for project MX09 as a whole, rather than per activity. Read the project justification →

FY2026 to FY2027 change Decrease from FY 2026 to FY 2027 reflects reduced hardware upgrades for the BTS Lab to support baseline development and testing.
FY2026 plans — current year - Update Ballistic Missile Defense Test Bed San Diego (BTS) with Mod 0 and Mod X hardware to align with Baseline 10 hardware configuration to support development testing and Ground/Flight Test requirements.
Named performers on project MX09
Performers named in the R-3 exhibit under this project. Share is of the project's whole FY2027 R-3 total — the same denominator the program-element split uses, so the two read on one scale and will not sum to 100% when unnamed or government work is in the mix. Budget-justification contract funding, not obligations.
