What the FY2027 request buys

Verbatim from the R-2A exhibit for project MT05 of PE 0603915C. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- MRBM T1/T2 - continue manufacture and qualification to support missions in FY 2027 (1 target) and FY 2030 (1 target). - MRBM T5 Advanced Target - continue manufacture and qualification to support missions in FY 2027 (1 target), FY 2028 (1 target), FY 2029 (2 targets), FY 2030 (1 target), and FY 2031 (1 target). - MRBM T4-E - complete manufacture and qualification to support mission in FY 2027 (1 target). - MRBM T4 - continue manufacture and qualification to support missions in FY 2027 (2 targets) and future missions outside FYDP. - Subscale MRBM Advanced Target - initiate manufacture and qualification to support mission in FY 2031 (1 target). - Initiate development efforts for MBRV-14 to support front end performance requirements in future flight tests. - Initiate production and integration of additional HTV units to meet the new high frequency test strategy.

FY2026 to FY2027 change

- Increase from FY 2026 to FY 2027 provides additional Advanced Targets to include HTVs and accelerates integration of contracted Medium Range Ballistic Missiles (MRBM) launch vehicles and supports the new high frequency test strategy as documented in the current Integrated Master Test Plan. - $8.552 million decrease from FY 2026 to FY 2027 in Pacific Deterrence Initiative funding reflects the current allocation of HTVs in the new high frequency test strategy documented in the current Integrated Master Test Plan.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- MBRV-8 - continue recurring engineering efforts and manufacturing of MBRV-8 front sections to support MRBM flight tests. - MRBM T1/T2 - complete qualification of Ship Set 8 to support pre-ship readiness review in FY 2027. - MRBM T5 Advanced Target - complete qualification of Ship Set 7 to support pre-ship readiness review in FY 2027; continue development and manufacturing of Ship Sets 9-18, to support pre-ship readiness reviews in FY 2028 (Ship Set 9), in FY 2029 (Ship Sets 10-12), in FY 2030 (Ship Set 13), and beyond the FYDP (Ship Sets 14-18). - Continue development efforts for new re-entry vehicle designs to support front ends performance requirements in future flight tests. - Continue development and production efforts for Hypersonic Target Vehicle 2 (HTV-2), an alternate advanced target re-entry vehicle to address emerging threats.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 43% of project MT05's FY2027 request and 41% of PE 0603915C's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
