What the FY2027 request buys

Verbatim from the R-2A exhibit for project MT05 of PE 0603915C. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- IRBM T1/T2 - continue manufacture and qualification to support missions in FY 2027 (1 target), FY 2028 (1 target), FY 2029 (3 targets), FY 2030 (1 target), and FY 2031 (2 targets). - Initiate IRBM launch vehicle effects to accommodate MRBV-14 for the current Integrated Master Test Plan.

FY2026 to FY2027 change

Increase from FY 2026 to FY 2027 provides accelerated integration of contracted IRBM targets and transition of five (5) ICBM missions to IRBM missions, three (3) beyond FYDP and supports the new high frequency test strategy as documented in the current Integrated Master Test Plan.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- IRBM T1/T2 - complete qualification of Ship Set 9 to support pre-ship readiness review in FY 2026; continue development and manufacturing of Ship Sets Ship Sets 11-16 to support pre-ship readiness reviews in FY 2027 (Ship Set 11), in FY 2029 (Ship Sets 12 and 13), in FY 2030 (Ship Sets 14 and 15), and beyond the FYDP (Ship Set 16). - Continue development of new re-entry vehicles to meet the evolving IRBM threat, including designs to support future Next Generation Interceptor IRBM testing.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 17% of project MT05's FY2027 request and 16% of PE 0603915C's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
