What the FY2027 request buys

Verbatim from the R-2A exhibit for project 2208 of PE 0604112N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Due to changes in the operational schedule of CVN 78, Operational Testing (OT) was not finalized. Continue Seastrike Seabasing Aviation Model (SSAM) analysis to demonstrate Ford Class SGR Key Performance Parameter (KPP). Complete initial operational test and evaluation (IOT&E) analysis and reporting. Continue reliability, availability, and maintainability (RAM) studies on CVN 78 class. Continue to collect reliability data on new and legacy systems. Conduct CVN 79 Developmental (DT) / Integrated (IT) cyber testing on developed models and conduct cyber survivability OT on CVN 79. Update the testbed for raid analysis. Continue platform integration testing of CVN 79 with new air wing of the future capabilities. Procure missiles in support of the CVN 79 platform combat systems test event in FY 2028.

FY2026 to FY2027 change

Increase is due to missile procurement costs supporting the combat system test which includes multiple live fire missile exercises and tracking exercises.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Procure test articles for CVN 79 platform combat system testing. Plan CVN 79 platform combat system testing against low/slow flyers, small boats, and anti-ship cruise missiles. Continue verification of SGR model and analysis from data collected during the SGR Sustained Demo test event. Continue RAM studies on CVN 78 class. Continue to collect reliability data on new and legacy systems. Validate Developmental Test (DT) cyber testing models and continue planning of cyber survivability OT on CVN 79. Perform platform integration testing of CVN 79 with new air wing of the future capabilities. Perform suitabilty testing for F-35 on CVN 79.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 56% of project 2208's FY2027 request and 41% of PE 0604112N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
