What the FY2027 request buys

Verbatim from the R-2A exhibit for project 0921 of PE 0604280N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue Lab/Ground/Flight Testing on MH-60R/S for LN-100M. Continue Accurate Navigation System - 3 Modernization (ANAV-3M) development for F/A-18E/F and EA-18G. Continue lab/ground/flight/weapons testing of Accurate Navigation System - 3 Modernization (ANAV-3M) on F/A-18E/F and EA-18G. Complete Statement of Requirements (SOR) and begin platform integration for the F/A-18E/F and EA-18G EGI-M based receiver including hardware design and software missionization . Continue platform integration of MAGR-2K-M on CMV/MV-22B. Complete Preliminary Design Review (PDR) and Critical Design Review (CDR) on CMV/MV-22B. Complete lab/ground/flight/weapons testing of LN-251M on E-2D & P-8A and complete Fleet releases for both platforms. Commence platform integration of LN-351 on CH-53K. Continue missionization to develop CH-53K mission specific requirements for LN-351 integration that will leverage USAF PNT PO contracts. Deliver LN-351 Production Representative Unit (PRU) test articles for E-2D, MQ-4C, and CH-53K. Begin platforms integration for the MQ-4C. Continue missionization to develop UH-1Y/AH-1Z mission specific requirements for LN-351 integration that will leverage U.S. Air Force (USAF) Positioning, Navigation, and Timing Program Office (PNT PO) contracts. Continue providing overarching management, central coordination, government oversight and guidance, shared expertise, and engineering during M-Code receiver development to review M-Code receiver requirements and ensure these requirements support aircraft performance and integration on CMV-22B/MV-22B, E-6B, F/A-18E/F, EA-18G, E-2D, MH-60 R/S, CH-53K, P-8A, MQ-4C, UH-1Y/AH-1Z, and KC-130J. Continue to support USAF Embedded GPS/Inertial Navigation System (EGI-M) GPS receiver development, performance, and certification testing. Continue to support EGI-M GPS receiver program events to include but not limited to Systems Engineering and Technical Reviews (SETR), Integrated Baseline Reviews, Preliminary Design Reviews (PDR) and Critical Design Review (CDR). Continue LN-351M EDM testing on E-2D for lead platform efforts.

FY2026 to FY2027 change

Funding increase of $6.916M from FY 2026 to FY 2027 is due to LN-251M, and ANAV-3M interim solution testing for E-2D, P-8, F/A-18E/F, and EA-18G.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 94% of project 0921's FY2027 request and 12% of PE 0604280N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
