What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3380 of PE 0604282N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Increased level of advanced capability development efforts through NSMA (Classified discussion available upon request) to reach full CDD requirements and Milestone C. Continue the NGJ-LB EMD Systems Engineering efforts, which will support system performance specification verification and subsystem qualification, Software Integration Lab testing, and platform software integration at government and contractor facilities. Continue to develop NGJ-LB related jamming techniques and capabilities leveraging existing systems and risk reduction efforts. Provide continued Systems Engineering support to the platform integration and testing activities. Continue efforts to support contract actions required for additional hardware and software development.

FY2026 to FY2027 change

Funding increases from FY 2026 to FY 2027 predominantly due to increased level of development efforts through NSMA, and additional systems engineering in support of the additional scope of EMD Phase 2.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue the NGJ-LB EMD Systems Engineering efforts, which will support system performance specification verification and subsystem qualification, Software Integration Lab testing, platform software integration at government and contractor facilities, as well as begin Aeromechanical Flight test, and preparation for future Mission Systems chamber testing leading into flight testing. Continue to develop NGJ-LB related techniques and capabilities potentially leveraging existing systems. Provide continued Systems Engineering support to the platform integration and testing activities. Begin efforts to support contract actions required for additional hardware and software development.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 9.1% of project 3380's FY2027 request and 9.1% of PE 0604282N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
