What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3380 of PE 0604282N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue software integration development and aircraft integration efforts, to include Software Integration Lab testing and lab support. Complete the delivery and installation of NGJ-LB validation and verification A-kits into test aircraft. Continue Software Anomaly Report analysis, implementation and test. Continue to support platform integration for NGJ-LB jamming techniques and capabilities. Continue the development of the training materials in cooperation with the NGJ-LB prime contractor for EA-18G operators and maintainers and begin Aircrew training events in support of DT. Complete Platform Integration activities to support aeromechanical and mission system chamber and flight test. Monitor mitigation activities to reduce risk of RF damage to platform. Continue studies, analysis and support of NGJ-LB Interim Flight Clearance, test readiness, and host platform interoperability.

FY2026 to FY2027 change

Funding increases from FY 2026 to FY 2027 due to acceleration of software integration (POD Software (L3Harris)) development and aircraft integration efforts (Software(NGC)/Aircraft (Boeing, EA-18G)), to include Software Integration Lab testing and lab support, to align aircraft and system software development and delivery to meet IOC dates.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue software development and aircraft integration efforts, to include Software Integration Lab testing and lab support. Complete non-recurring engineering for the EA-18G in support of the NGJ-LB engineering change proposal and continue the delivery and installation of NGJ-LB validation and verification A-kits into test aircraft. Continue Software Anomaly Report analysis, implementation and test. Continue to support development of advanced techniques, Jammer Training Mode and Receive-Only capabilities. Continue the development of the training materials in cooperation with the NGJ-LB prime contractor for EA-18G operators and maintainers and begin Aircrew training events in support of DT. Complete Platform Integration activities and wind tunnel, ground and flight testing for NGJ-LB capability. Continue mitigation activities to reduce risk of RF damage to platform. Continue studies, analysis and support of NGJ-LB Interim Flight Clearance and test readiness events.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 15% of project 3380's FY2027 request and 15% of PE 0604282N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
