What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3372 of PE 0604504N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Complete system design of AN/SPN-41 CCA and FPGA upgrades in support of prototype material procurement and build. Development of subsystem test plans ahead of subsequent qualification, ground, and flight testing efforts. Complete preliminary design of AN/SPN-46 Unit 6 and 7 subsystem mod kit supported by component material procurements and subsystem testing/redesign. Continued design & development of AN/SPN-35 obsolescence mitigations and completion of preliminary design for most critical obsolescence items (e.g. Main Input/Output Processor (MIOP), and Control-Indicators / Displays).

FY2026 to FY2027 change

FY2027 increase of $0.198M due to additional mod kit development efforts on AN/SPN-35 and AN/SPN-46.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Design/development of AN/SPN-41 system modifications to implement modified circuit card assemblies (CCAs) and Field-Programmable Gate-Arrays (FPGAs) that replace legacy hardware that is no longer commercially available and that support future SW upgrades required to maintain cyber resiliency. Includes development material procurements and preliminary contractor testing of subsystem modification kits. Legacy system obsolescence and service life assessments will be conducted that review existing system reliability, parts availability and manufacturing sources to inform prioritization of system modifications. Initial design and development work will be conducted for critical obsolescence mitigations and prototype testing will be executed as prototype equipment is available.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 3372's FY2027 request and 35% of PE 0604504N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
