What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3186 of PE 0604522N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

AN/SPY-6(V)4 Backfit: - Continue developmental testing at ARDEL in support of SPY-6(V)4 verification and functional assessment - Continue software defect correction and system engineering in support of integration with Baseline 10M Aegis Combat System and resolving defects discovered during testing - Continue modeling and simulation activities in support of testing and ship integration - Commence research and development transition of warfighting capability improvements including Agnostic Signal Processing for Increased Radar Efficiency (ASPIRE), Receive Only Cooperative Radar (ROCR), Radar Advanced Signal Processing (RASP), and Electronic Multi-Input Multi-Output Protection for Ensured Radar Effect (EMPIRE) Future Naval Capabilities (FNCs) plus Subarray Transmit Orthogonality for Receive Multiplexing (STORM) - Complete SPY-6(V)4 power and hardware integration testing ahead of installation on DDG 91 SPY-6 Enhancements: - Commence research and development transition of including Agnostic Signal Processing for Increased Radar Efficiency (ASPIRE), Receive Only Cooperative Radar (ROCR), Radar Advanced Signal Processing (RASP), and Electronic Multi-Input Multi-Output Protection for Ensured Radar Effect (EMPIRE) Future Naval Capabilities (FNC) Technology Deployment Agreements (TDAs) plus Subarray Transmit Orthogonality for Receive Multiplexing (STORM). - Conduct Non-linear Signal Processing development for enhanced electronic protection.

FY2026 to FY2027 change

Increase is due to: 1) transition of ASPIRE, ROCR, Radar Advanced Signal Processing (RASP), and EMPIRE Future Naval Capabilities, and 2) Subarray Transmit Orthogonality for Receive Multiplexing (STORM).

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

AN/SPY-6(V)4 Backfit: - Continue developmental testing at ARDEL in support of SPY-6(V)4 verification and functional assessment - Continue software defect correction and system engineering in support of integration with Baseline 10M Aegis Combat System and resolving defects discovered during testing - Continue modeling and simulation activities in support of testing and ship integration - Commence SPY-6(V)4 power and hardware integration testing ahead of installation on DDG 91 SPY-6 Enhancements: - Conduct retrofit and testing of Transmit/Receive Integrated Microwave Module (TRIMMS) with second source Radio Frequency (RF) Heads at the Radar Modular Assembly level. - Conduct software/firmware development for TRIMMS with RF Heads with High Efficiency High Power Amplifiers. - Continue updates and deliver radar simulation tools in support of Combat System and Enterprise Test Beds

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 49% of project 3186's FY2027 request and 49% of PE 0604522N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
