What the FY2027 request buys

Verbatim from the R-2A exhibit for project 2094 of PE 0604536N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Following the successful demonstration of the Dragonfish vehicle under a protype OTA, initiate full rate production of vehicles and support systems achieving full inventory requirements in FY28. Provide continued support to Fleet testing and training as required and utilize Fleet feedback to improve future software versions. Complete initial development of all training materials, technical manuals, maintenance and operational procedures. Sustain those products based on software improvements as necessary. Support development and integration with alternate Command, Control, and Communications systems as necessary to close operational gaps.

FY2026 to FY2027 change

Increase from $0 FY26 to $22.625 FY27 due to initiation of Dragonfish project following successful completion of commercial large diameter UUV prototyping effort.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

FY27 is the first year Dragonfish is funded with discretionary funding. The FY 2026 budget for Dragonfish program included $360,000 thousand of discretionary funding and $0 thousand of mandatory funding for a total of $360,000 thousand. The mandatory funds supported the development of the Dragonfish vehicle.

Money

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 2094's FY2027 request and 14% of PE 0604536N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
