What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3394 of PE 0604536N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
CAMP XLUUV vendors will complete prototyping projects and the Government will assess the vendors' systems against prototype success criteria along with Fleet feedback. Successful projects will begin engineering tasks for production of Minimal Viable Products and iterative system improvements. Support Engineering will provide technical oversight of the CAMP project to include risk management, prototyping analysis, and assessments. Engineers will manage vendor development, prototype design, verification testing, and planned manufacturing processes. Program management will provide oversight of vendors cost, schedule and performance.
Increase from $0 to $111.78M due to initiation of CAMP discretionary funding and CAMP project conducts prototyping and at sea demonstrations. This increase complies the FY25 National Defense Authorization Act H.R. 5009 - Sec. 1032 - Competitive Demonstration of Large and Extra Large Unmanned Underwater Vehicles.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
FY27 is the first year CAMP is funded with discretionary funding. FY26 planned tasking is now being completed by the FY26 CAMP congressional add.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 97.6 |
This activity is 79% of project 3394's FY2027 request and 59% of PE 0604536N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
