What the FY2027 request buys

Verbatim from the R-2A exhibit for project 832 of PE 0604669D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

• Complete selection of Hub projects for execution; complete execution of existing Hub projects; prototyping new microelectronics technologies for DoW and dual-use applications • Execution of Hub operations to enable DoW access to prototyping capabilities and development of the semiconductor talent pipeline. • Transition of Hub projects from the laboratory environment into low-volume prototyping processes and mature advanced technology prototypes for DoW use. • Execution of Hub workforce development models to include internships and specialized training opportunities

FY2026 to FY2027 change

Increased to fund the maturation of key technologies through demanding, strategic prototyping projects and transitioning new capabilities / integration of full system prototypes.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

• Select the FY 2026 Commons Projects to be executed by the Service Labs and Hubs; advanced prototyping efforts for new microelectronics technologies with potential DoW or dual-use applications • Execution of Hubs – access to prototyping capabilities and development of the semiconductor talent pipeline. • Execution of FY 2025 Commons Service Labs and Hub Projects; advanced prototyping efforts for new microelectronics technologies with potential DoW or dual-use applications • Continue to facilitate transition of novel concepts matured in a low-volume production environment into commercially viable high- volume manufacturing processes.

FY2025 accomplishments

• Select the FY2025 Commons Projects to be executed by the Hubs; advanced prototyping efforts for new microelectronics technologies with potential DoD or dual-use applications • Execution of Hubs – access to prototyping capabilities and development of the semiconductor talent pipeline. • Execution of FY2024 Commons Projects; advanced prototyping efforts for new microelectronics technologies with potential DoD or dual-use applications • Continue to facilitate transition of novel concepts matured in a low-volume production environment into commercially viable high-volume manufacturing processes.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 832's FY2027 request and 100% of PE 0604669D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
