What the FY2027 request buys

Verbatim from the R-2A exhibit for project 893 of PE 0604679D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Work with U.S. government partners to assess potential projects that are investable through commercial due diligence, market studies, and assessments of the economic climate. This would be complemented by continuing analysis of economic chokepoints and efforts to prioritize transactable deals in terms of national security impact.

FY2026 to FY2027 change

The increase from FY 2026 to FY 2027 is for expanded deal origination and transaction evaluation capabilities to establish enhanced due diligence capacity for international co-investment transactions. Funding continues operational research and developmental groundwork for strategic co-investment structures to complement OSC's direct loan authority.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

OSC will continue to develop and formally implement its international engagement and origination strategy. Analyze economic chokepoints and efforts to prioritize transactable deals in terms of national security impact.

FY2025 accomplishments

In FY 2025, GTS is developing an international strategic engagement plan for OSC to advance collaboration with other DoD, interagency and international partners in prioritized critical technology sectors and key terrain, aiming to source and develop deal opportunities aligned to OSC’s mission and Combatant Command strategic priorities. Additionally, GTS led a co-investment in a work program supporting a priority Service capability and sourced several deals from an INDOPACOM partner.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 89% of project 893's FY2027 request and 89% of PE 0604679D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
