Product Development

The Office of Strategic Capital's (OSC) mission is to attract and scale capital in technology and assets that support national security. Specifically, the OSC employs unique Title 10 federal credit authorities and appropriations to crowd investment through loans, loan guarantees, and technical assistance, efficiently using taxpayer dollars that support Department of War needs. Since its authorization, the OSC has begun developing and rapidly deploying new financial products to accelerate private investment in the industrial base across Covered Technology Categories prescribed by Congress. These tools will crowd capital to secure critical supply chains and rebuild the industrial base, enhancing the U.S. competitive advantage. The FY 2027 President's Budget request supports the creation of new financial products to address a range of priorities, including greenfield projects, project finance, acquisition capital, investment fund subscription lines, and fund-level leverage to increase assets under management. These strategic capital solutions will enable the office to address key Presidential and Departmental priorities such as critical minerals, shipbuilding, infrastructure, and U.S. supply chain chokepoints.

FY2027 planned work − Continue development of an organic data analytics platform that will be used to source and provide information on potential transactions that can be pursued by OSC, participants in the National Security Capital Forum, or other partners in and out of government. − Mature existing analytic pathways developed in FY 2026 to inform OSC’s Investment activities.

FY2025 accomplishments OSC is advancing the FY2025 Investment Strategy analysis by adding additional data sources (government and open source) to the existing data platform; implementing an analytics platform on top of the data set to automate the process of finding economic vulnerabilities; integrating perspectives from Combatant Commands, the private sector, interagency partners, allies, and the Intelligence Community; and providing actionable insights to the investment team regarding key strategic chokepoints.
