What the FY2027 request buys

Verbatim from the R-2A exhibit for project 652286 of PE 0604735F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Funding continues support of the P6 Initial Operating Capability (IOC). By FY2028, there will be continued aircraft integration development on F-15/F-16 P6 requirements at Nevada Test and Training Range (NTTR). Funding furthers development of Open-Air Battlespace Shaping (OABS) simulation integration, to include an internal mount solution through Federal Laboratories (FedLAB). All updates will be integrated into the TCTS II/P6CTS software baseline managed by the Navy (PMA-205).

FY2026 to FY2027 change

FY2027 $3.7M decrease due to support for other Air Force higher priorities.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continued funding of Non-Recurring Engineering (NRE) to complete F-15/F-16 and range integration at Nevada Test and Training Range (NTTR) in support of P6 Initial Operating Capability (IOC) and continued development of Air Battlespace Shaping (OABS). FY26 deliverables include the F-15 Affinity Profile Image and ACE software application ECP package for inclusion in the TCTS II/P6CTS software baseline. The program anticipates IOC at NTTR by FY2028.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 8.6% of project 652286's FY2027 request and 8.6% of PE 0604735F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
