What the FY2027 request buys

Verbatim from the R-2A exhibit for project 2368 of PE 0604850N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Whole Ship concept maturation by shipbuilders and government teams informed by on-going technology development that will frame the requirements for the Capability Development Document (CDD). Continue targeted advanced technology development with Virginia Class Block VII and VIII to reduce risk by maturing technologies and maintaining the critical design base for SSN(X). Implement the Digital Engineering strategy and establish Product Lifecycle Model (PLM) criteria. Technology development, prototyping, and testing in the areas of increased payload capacity, payload capability (new and improved ocean interfaces), sensor development and scaled buoy for communications. Propulsor efforts for acoustics and signature testing, prototypes required for qualifying components that provide acoustic performance and maintainability enhancements, predictive modeling, materials development, and design integration.

FY2026 to FY2027 change

Decrease in FY27 is based upon narrowing the design tradespace informed by the AoA to advance the required technology development that support Lead Ship Authorization as early as 2040 and deliver the capabilities needed to deter and prevail in future conflict.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Completing the Analysis of Alternatives (AoA) through the service and Office of the Secretary of War's Cost Assessment and Program Evaluation (OSW CAPE). Start concept refinement as informed by the completed AoA. Continue targeted advanced technology development with Virginia Class Block VII and VIII to reduce risk by maturing technologies and maintaining the critical design base for SSN(X). Design development and long-lead time technologies focused on increased warfighting capabilities. Develop implementation plan for Digital Engineering. Continue development, prototyping, and testing of propulsor/shafting and payloads. Draft acquisition documentation in preparation for Milestone A. Conduct industrial base analysis to evaluate Acquisition Strategy approaches. Complete revision two of the Research and Development Roadmap to align performers and drive the required mission effectiveness of SSN(X).

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 95% of project 2368's FY2027 request and 95% of PE 0604850N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
