What project C2F buys
Project C2F / Artificial Intelligence/Machine Learning is established in Fiscal Year (FY) 2027 as part of a new funding structure for the NGC2 investment in modernization of Army C2 systems. This project represents a funding line consolidation and structure change for the NGC2 Data Layer and does not constitute a new start program or effort. Funding for NGC2 Data Layer activities was provided in FY 2026 under PE 0604818A Project EJ6 / Tactical Enhancement, which is realigned under this PE beginning in FY 2027. The C2 Data layer Artificial Intelligence/Machine Learning (AI/ML) decision tools augment operations at the speed and scale required by rapidly synthesizing large volumes of data giving commanders the right information, at the right time, to support the right decision. The C2 Data layer AI/ML tools enable consistent and constant evolution of the NGC2 ecosystem maintaining pace with the accelerated change in the modern digital battlefield. Recognizing patterns and the context behind the data, AI/ML tools reveal connections that might otherwise go unnoticed, leading to missed opportunities that could make the difference between success or failure. The AI/ML toolbox will be enhanced by the inclusion of AI Operations and Services (AIOPS) capabilities that began as multiple Small Business Innovation Research efforts and were realigned to the C2 Data layer as part of the NGC2 structure changes. FY 2027 funding supports the development and integration of AI/ML decision tools in the C2 data layer system optimizing the NGC2 ecosystem.

FY2027 planned work Funding will be used to develop and modify use cases to inform and evaluate AI/ML capabilities to determine which will be integrated into the AI/ML decision toolbox that is folded into the C2 data layer system optimizing the NGC2 ecosystem, ensuring AI/ML capabilities are scalable across the Army.
FY2026 to FY2027 change Increase due to project establishment under a new funding structure to support NGC2 Data Layer AI/ML efforts.
