What project C2H buys
Project C2H: Command and Control (C2) SYSTEMS ENGINEERING is established in FY 2027 as part of a new funding structure for the Next Generation Command and Control (NGC2) investment in modernization of Army C2 systems. This project represents a funding line consolidation and structure change for the NGC2 Infrastructure Layer and does not constitute a new program or effort. Funding for NGC2 Infrastructure activities was provided in FY2026 under PE 0604818A Project C34 Army Tactical Command and Control Systems Engineering and PE 0604541A Project BT2 Command Post Mobility/Survivability. NGC2 is one of the Army's highest modernization priorities and will enhance the ability to conduct multi-domain operations by integrating advanced technologies, improving interoperability, and increasing the speed and accuracy of decision-making processes. This line specifically supports Project C2 SYSTEMS ENGINEERING, which supports the Army's Network Modernization Strategy priorities including Army Unified Network Plan, Multi-Domain Operations, Joint All Domain Command and Control (JADC2), Data Modernization and emerging data-centric requirements. This project coordinates technical efforts across and outside of CPE Command, Control, Information Network (C2IN) to ensure integration with the current and future Mission Command Network; provides technical support to programs, informing design and solutions with specific emphasis on the ability for different program efforts to be integrated and interoperable with one another. FY2027 funding request supports the CPE C2IN System of Systems (SoS) Engineering and integration, acquisition management, testing, fielding and sustainment support to ensure interoperability and affordability within the CPE C2IN portfolio, with increased emphasis on immediate Warfighter needs as well as leveraging emerging technologies. This funding supports the modernization of C2 systems by integrating complex networked systems at scale. It enables the continuous design, testing, and validation of multiple network architectures, incorporating direct end-user feedback to enhance the security and resiliency and ensure network cohesiveness and effectiveness.

FY2027 planned work To ensure successful development of systems and improved technical integration across the Unified Network this project will continue to: - Develop SoS Engineering tools, standards, products and interfaces to support strategic decisions and address operational technical challenges for DoW-driven initiatives; - Provide SoS engineering design, technical implementation, processes and analysis for planned fielding of Programs of Record and emerging technologies capabilities; - Support integration of technical, logistics and business data for improved trade studies.

FY2027 planned work This project will continue to provide the infrastructure and support to conduct an increased level of integration testing and required maintenance to support data-centric network design. FY2027 planned work This project will continue to: - Implement ARCYBER, CIO, G6 and CYBERCOM guidance for execution of Cyber Security policies and procedures at the tactical level; - Document the current tactical network security architecture while developing recommendations to eliminate inconsistencies/duplications, increase the security posture, decrease complexity of operations and decrease costs; - Develop a security architecture implementation strategy to enable integration between the Army persistent and episodic network concept and planning of tactical implementation of integrated security approaches for the Army Unified Network, including support for incorporation of DoW-driven Zero Trust principles.
