Mission & acquisition strategy
Program Element (PE) 0605333A Command and Control (C2) Infrastructure is established in FY 2027 as part of a new funding structure for the Next Generation Command and Control (NGC2) investment in modernization of Army C2 systems. A funding line consolidation and structure change for the NGC2 investment provides clarity and transparency for the NGC2 four-layered approach (Applications, Data, Transport, and Infrastructure). This C2 Infrastructure PE supports NGC2 efforts under the Infrastructure layer and does not constitute a new program or effort.
The CMOSS Mounted Form Factor (CMFF) Mounted Common Infrastructure (MCI) Chassis program responds to Army requirements in the approved CMFF Abbreviated Capability Development Document (A-CDD), validated on 4 January 2021, and is pursuing a Middle Tier of Acquisition (MTA) Rapid Prototyping (RP) acquisition pathway, which was initiated in FY2025. The MTA RP effort spans five years and will prototype the chassis and software that manages the operation of the chassis, as well as integrate the capability cards and peripheral enabling devices, assuring the integrated solution operates as required.

Enhancing the design of on-the-move command posts is essential for evolving capabilities that increase wireless connectivity, mobility, functionality, and scalability. Additionally, funding will supports development and systems engineering efforts, further contributing to these overarching capabilities
Funding supports Contract and Matrix personnel involved in the execution of the mission requirements to include design, testing, and training, as well as updates to the technical data packages and various unit engagements.

Project C2I: Mounted Command and Control (C2) Development is established in FY 2027 as part of a new funding structure for the Next Generation Command and Control (NGC2) investment in modernization of Army C2 systems. This project represents a funding line consolidation and structure change for the NGC2 Infrastructure layer and does not constitute a new program or effort. Funding for NGC2 Infrastructure activities was provided in FY2026 under PE 0604818A Project ER9 Expeditionary Army Command Post and PE 0605236A Project CQ1 Tactical Communication Network Evaluation. Command posts provide locations from which commanders, assisted by their staffs, command operations and integrate/synchronize combat power to accomplish missions across the range of military operations. Commanders organize mission command systems into command posts based on mission requirements and the situation that will best assist them in exercising command and control of assigned and attached forces. Command post survivability is vital to mission success. Depending on the threat, command posts need to remain small and highly mobile, especially at echelons below Division. Command posts are easily acquired and targeted by our adversaries when concentrated. Command post survivability is increased via dispersion, reduced size, redundancy, mobility, as well as camouflage and concealment. Command post survivability is further enhanced via dismounted operations that can take advantage of cover or shielding by terrain features or urban structures. This project funds development to provide a drop-in replacement for existing systems, using available platform space and power applications. The capability provides on-the-move bandwidth needed for Warfighting Applications in support of the Army NGC2 initiative to modernize C2 systems, Infrastructure layer. A modular open systems approach is used to maximize flexibility through rapid technology insertion and non-proprietary technologies and provides resilient communications. FY2027 funding supports development and systems engineering efforts, as well as enhancing command post capabilities. This funding emphasizes continuous improvements for on-the-move operations, modular command posts, and survivability.

Funding completes the base two-year, multi-vendor OTA, for ground and aviation chassis development of Block 1 and begins Block 2 chassis development.

This project represents a funding line consolidation and structure change for the NGC2 Infrastructure Layer and does not constitute a new program or effort. Funding for NGC2 Infrastructure activities was provided in FY2026 under PE 0604818A Project 323 Common Hardware Systems and PE 0604805A Project DH5 Mounted Form Factor Chassis. Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Modular Open Suite of Standards (CMOSS) Mounted Form Factor (CMFF) is a defined suite of open architecture which utilizes a modular open systems approach (MOSA) that implements C5ISR capabilities away from separate "boxes" on individual platforms and ensures commonality across multiple vehicles and platforms. The CMFF Mounted Common Infrastructure (MCI) Chassis will use open standards which make it simpler and more cost-effective to upgrade capabilities and/or keep pace with commercial technology by eliminating complex integration challenges and proprietary interfaces. The CMFF capability can only be realized when paired with the development of associated capability cards for integration into the chassis and peripheral enabling devices, such as antennae and appropriate user interfaces. Other programs are responsible for funding and developing the capability cards and peripheral devices; the CMFF MCI Chassis program is responsible for chassis development, system of system integration of capability cards and external resources into the chassis and platform integration. The total cost of the CMFF MCI Middle Tier of Acquisition (MTA) Rapid Prototyping (RP) effort is $82.5 million RDT&E from FY25 to FY27. The remainder of the CMFF MCI MTA RP is fully funded across the Future Years Defense Program. FY 2027 funding will complete CMFF MCI Block 1 chassis product development effort (hardware and software development and prototype manufacturing), conduct the Block 1 Soldier Touch Point (STP) Development Test, and supports the start of Block 2 chassis development efforts.
