The DON (Department of Navy) SBIR Program is a mission-oriented program that integrates requirements of the DON through competitive awards with qualified small business concerns which provide solutions to Research and Development (R&D) topics that have dual-use potential, primarily address Naval needs, and are aligned to program offices with resources to transition R&D-developed technology to warfighting capability. The SBIR Program requires each Federal agency that has an extramural budget for Research and Development (R&D) in excess of $100,000,000 to set aside 3.2% for SBIR to encourage domestic small businesses to engage in Federal Research/Research and Development (R/R&D) that has the potential for commercialization. The program's statutory goals are to stimulate technological innovation; increase small business participation in federally funded R&D; foster participation by minority and disadvantaged firms in technological innovation; and increase private sector commercialization of federal R&D.
