FY2027 Request
$35.5M
◆ Restart — nothing in FY2026
HitchAI read

This activity requests $35.5M in FY2027, 23% of project 3067 — a restart, funded in FY2025 and zeroed in FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

Restart

This activity was funded in FY2025 ($20.0M), zeroed in FY2026, and requests $35.5M again in FY2027. A restart has an incumbent and a new start does not; with a zero current year there is no percentage to quote, which is why it appears in no growth ranking.

What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3067 of PE 0605513N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

In FY27, efforts will focus on maturing mission-level and collaborative autonomy capabilities to enable heterogeneous groups of unmanned systems to operate cohesively in support of priority operational missions. These capabilities will support One-Way Attack (OWA), Maritime Domain Awareness (MDA), and contested logistics while enabling manned-unmanned teaming to increase operational effectiveness and distributed maritime effects. Key focus areas include the development of collaborative autonomy behaviors that allow multiple unmanned platforms, including surface and aerial vehicles, to share relevant mission data, coordinate actions, and execute missions more effectively in a distributed operational environment. These capabilities will enable platforms to operate as coordinated teams rather than independent assets. FY27 activities will also expand efforts to integrate autonomy software with mission payloads across an array of Medium and RAS platforms. This work will ensure that RAS systems can effectively support mission payload functions in accordance with fleet operational requirements, enabling autonomy software to more tightly couple platform behaviors with mission payload performance. Additionally, FY27 development will focus on resilient autonomy behaviors that allow RAS platforms to operate effectively in degraded or denied environments, including scenarios where GPS and communications are contested or unavailable. The FY27 effort will leverage commercial technologies and rapid acquisition mechanisms, including Other Transaction Authorities (OTAs), to accelerate capability development and integration. Capabilities will be developed iteratively through agile development sprints and on-water demonstrations, allowing for rapid experimentation, testing, and refinement prior to operational transition. These efforts will build upon lessons learned from the Defense Innovation Unit's (DIU) Autonomous Collaborative Teaming (ACT) program, advancing the maturity of collaborative autonomy technologies and delivering operationally relevant capabilities in support of the RAS FoS.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Although Project 3067 was zeroed in PB26, the accomplishments below reflect work executed under PB25 funding, with some activities continuing into early FY26.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 23% of project 3067's FY2027 request and 14% of PE 0605513N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
