What the FY2027 request buys

In FY2027, the program will expand Perception and Automatic Target Recognition (ATR) capabilities to support operational mission requirements across multiple theaters. This effort will scale operational data collection across Fifth, Sixth, Fourth, and Seventh Fleet areas of responsibility, leveraging a mix of RAS platforms, commercial vessels, and manned assets to capture realistic sensor data across diverse maritime environments. These datasets will support the development, training, and evaluation of operational ATR models aligned with key mission requirements including One-Way Attack (OWA), Maritime Domain Awareness (MDA), Intelligence, Surveillance, and Reconnaissance (ISR), and counter-UAS operations. FY27 activities will leverage enterprise DevSecOps pipelines to enable large-scale data labeling, curation, and model development while supporting continuous testing and improvement of perception and ATR algorithms. The program will competitively award Other Transaction Authorities (OTAs) to integrate and evaluate operational ATR models across multiple USV platforms, with deployments alongside operational units supporting fleet missions to validate mission performance in realistic conditions. In parallel, ATR capabilities will be integrated with the broader perception stack, TrackFusion capabilities, and the Navy's C2 ecosystem, enabling persistent target detection, tracking, and classification across distributed RAS platforms. Integration with Vehicle Mission and Collaborative Autonomy (MCA) will enable coordinated sensing, tracking, and engagement of targets at scale, supporting Distributed Maritime Operations and increasing mission effectiveness across the fleet. The first operational ATR models are planned for testing and validation on USV-1 by the end of Q1 FY2027, followed by integration across additional USV platforms by the end of FY27.
