The Department of War’s (DoW) priorities regarding safety and occupational readiness are comprehensive and revolve around the core principle of taking care of its people to ensure a resilient, ready, and lethal Total Force. This effort supports that core principle, and its requirements are aligned to Department of War (DoW)/Federal strategic direction, including the DoW Digital Modernization Strategy, DoW and Federal Data Strategies, the DoW Safety and Occupational Health (SOH) Strategic Plan, and other priorities, including Warfighter Performance Optimization and enterprise-wide data analytics. To protect the force, preserve combat power, and multiply readiness, we must provide sufficient resources to integrate safety, occupational health, and warfighter performance optimization into Department operations and investments in our weapons systems, platforms, and infrastructure. Ensuring the safety and occupational readiness of our workforce requires an enduring culture of safety-mindedness with consistent and standardized mishap, near-miss, and hazard reporting. According to the 2020 National Commission on Military Aviation Safety (NCMAS) report, this begins with a centralized system and processes with which to gather, synthesize, and report Safety information at all levels. In addition to the NCMAS report, Section 184 of Title 10, United States Code Service (10 USC 184) directs the Department to establish uniform data collection standards and a centralized collection system and repository for mishap information. Currently, the DoW collects SOH information from disparate, incomplete, and often overlapping sources - a process that hinders opportunities for timely and in-depth trending and analysis to support Department-wide risk management and mishap prevention efforts. Many of the DoW Components, including some of the Combatant Commands, do not have an adequate safety information management system to enter, track, or manage mishaps, near-misses, or hazards. Without such a system and process, the Department is unable to effectively identify and analyze trends across the Department, share lessons learned, and track corrective actions in response to recommendations.

FY2027 planned work FY 2027 request provides continued support for the successful management of the TFRR tool while funding the final phase of modernizations begun in FY 2026 to enhance the ability to forecast, mitigate, and prevent future mishaps, injuries, and occupational illnesses, directly contributing to operational readiness. This request also supports the expansion of warfighter performance data to inform prioritization of risk management, performance optimization, and occupational readiness efforts.
