FY2027 planned work

The FY27 iteration ($13.1M) of the FLEX Campaign is in development. Topics will include unmanned systems, artificial intelligence, resilient communications, long range fires, counterintelligence, surveillance, and reconnaissance, contested logistics, and maritime homeland defense.

FY2026 to FY2027 change

OPNAV N94's planned increase ($528K) of the FLEX budget to $13.1M in FY27 will enable NWDC to examine 2-3 additional FLEX initiatives and improve the quality of FLEX products, particularly data analytics and visualization. This increase will expand FLEX's ROI to the fleet by enhancing outcomes across maritime capability development, investment, and delivery.

The FY26 iteration ($12.6M) of the FLEX Campaign includes 16 initiatives (initiative details are classified). Topics include unmanned systems, artificial intelligence, resilient communications, long-range fires, C-C5ISRT, contested logistics, and maritime homeland defense. Based on discussions with OPNAV N94, FLEX will emphasize examination and development of warfare center technologies, thus enabling continued refinement via the USFF Fleet Battle Problem series and the PACFLT Integrated Battle Problem series. Descriptions of FY26 FLEX initiatives are readily available at higher classification. In FY26 to date, NWDC has provided 7 FLEX Campaign Highlights to the Fleet Commanders and 1 quarterly highlight summary to the Navy experimentation community, with more expected as the year progresses. Details are readily available at higher classifications.
