ELMS
The ELMS system provides accountability and management functionality of General Equipment, Real Property and Internal Use Software, to the Department. The budgeted projects will provide enhancements to the existing capability, ensure efficient operation, and provide solutions for process gaps as they are discovered. The greater enhancements to ELMS allow the DoW to sunset legacy systems as ELMS assimilates the legacy functionality into the overall operations.
FY2027 planned work Currently, ELMS is the only Accountable Property System of Record (APSR) within DoW that has achieved full compliance and demonstrable auditability and will enable the DoW to meet the Congressionally mandated 2028 deadline. The program plans to implement the Marine Corps Fleet into DPAS, Joint Strike Fighter (JSF) and other programs within the Services and DOW Agencies.

FY2026 plans — current year The program plans to Merge Marine Corps Platform Integration Center (MCPIC) with ELMS, Replace Global Combat Support System - Marine Corps (GCSS-MC), Replace Relational Supply for the Navy, and Implement Air Force Unit Level Supply.
FY2025 accomplishments Complete technical refresh of all Accounting Transaction logic to permit transactions to be created in all modules of DPAS when appropriate. Achieve an unmodified opinion for the SSAE 18 audit. Complete modifications to ensure all modules of DPAS operate seamlessly with each other to improve the user experience and improve the accountability and financial reporting of assets.
