The JLVC Modernization project effort will continue development and fund additional Service and Combat Support Agency model improvements in all six LOEs with a goal of delivering capability to support ELITE CONSTELLATION 28 and all FY 2028 Tier 1 CCMD exercises. Key milestones and plans per LOE for FY 2028: LOE 1 (Fully Informed Simulation Environment) Objective: FY 2027 JLVC Modernization investment plan was developed to support delivery of GoldenEye FOC capability (Stage 3), development of a new Advanced JLVC Federation capability, and continued Service and Combat Support Agency model development of TS/SCI-level platform, weapon, sensor, and Joint Fires capabilities. FY 2028 Plans: The JLVC Modernization project effort will continue development and fund additional Service and Combat Support Agency model improvements in all six LOEs with a goal of delivering capability to support ELITE CONSTELLATION 28 and all FY 2028 Tier 1 CCMD exercises. Goal will be to extend the JWICS Training Enclave architecture from JS J7 Suffolk to over 20 sites across the globe creating a distributed TS/SCI training and wargaming capability. - High-end model development of TS/SCI capabilities in JS J7 JLVC models (CTSET, JSAF, NGC, MTWS). - Development of Wargaming Toolset for use in GoldenEye TS/SCI capability. The Wargame Toolset will be a default set of wargame planning, exercise control, wargame simulation, and AAR tools that cab used across the GoldenEye network. LOE 2 (Non-Kinetic Effects core capability) Objective: JLVC Modernization FY 2028 investment plan was developed to support Service and Combat Support Agency model development of JLVC NKE standards and SISO Cyber DEM standards and the integration of all-domain NKE models. This LOE will sunset following FY 2028. - Continue JTT integration of JLVC Mod NKE capabilities, user training, and acceptance testing. - Integration of Cyber and Space effect models with the NKE service. LOE 3 (Standardizing JLVC Federation Simulation Data) Objective: JLVC Modernization investment plan was developed to support the development and standardization of data of Service and Combat Support Agency models and simulation systems. This LOE will sunset following FY 2028. - Maturity of the JLVC Delta Lakehouse to stimulate Maven Smart System (MSS) exercise data layers and collaboration requirements. - Maturation of the JLVC Delta Lakehouse to support AAR and analysis tool requirements across the OSW P&R and OSW R&E user spectrum that specifically support ELITE CONSTELLATION AAR requirements. - Continued coordination and integration with TRMC’s CHEETAS data standard and TRMC data lake to support interoperable data sharing across training and test and evaluation data consumers. - Delivery of JLVC Data Lakehouse to support the Joint Learning and Adaptation Center (JLAC) and Joint Learning Platform (JLP) concept. LOE 4 (All Domain Modeling) Objective: JLVC Modernization investment plan was developed to support the hosting, development, and integration more robust all domain modeling in Service and Combat Support Agency models and simulation systems. - Space. Integration of USSF mobile, virtual EW training system. - Space. Integration of USSF live range capabilities with the JLVC. Development of JLVC Space Range stimulation capability. - Space. Delivery of MDA’s Golden Dome training capability; first use in ELITE CONSTELLATION 28. - Cyber. FOC delivery of CyberBoss capability into the JLVC architecture. - Cyber. FOC delivery of CEACRAB/SAOUCE capability. - Cyber. Integration of CYBERCOM’s Persistent Cyber Training Environment (PCTE) Tier 4/5 training capability. - EMS. Further integration of MACE into the JVLC architecture to support theater communications, electronic warfare, and air defense systems. - EMS. Stimulation of and testing with EMBM. - EMS. LOE 5 (AI-powered Capability Development) Objective: FY 2028 JLVC Modernization investment plan was developed to continue rapid development, integration, testing, employment and utilization of both AI projects in run and in the development of AI-powered logistics modeling, advanced signals intelligence, JLVC Federation intelligent operators, and population/information environment modeling. - MSS. Development of MSS to support JLVC Federation management and exercise control. - MSS. Delivery of an API-based scenario planning data layer. - Smart OPFOR. FOC delivery of the AI-powered Smart OPFOR Commander capability. - Sim Operations AI/ML. JLVC Federation Object Model (FOM) development with target JLVC federations to support AI-issued simulation orders. - First use of MSS AAR capability is scheduled for ELITE CONSTELLATION 28. - First use case of AI-powered Smart INTEL capability is scheduled for ELITE CONSTELLATION 2028. LOE 6 (Capability Integration, Test & Delivery) Objective: Support the Modernization Integration Technology Transition Team (MITT)with capability development, integration, and acceptance status and develop capability packages to support user training and capability integration as required. - Continued development of standard capability packages to include overall systems architecture, test plan, and initial user training documents.
The cumulative effect of funding reductions and funding delays over two years has degraded JLVC Modernization’s progress and presents risk to delivery of high-end training JLVC capability. This includes modernization of the entire JLCV synthetic training environment to better represent friendly and enemy capabilities in all domains, transition to a systems architecture that aligns to the DoW strategy, and efforts to mitigate or close the Joint Operational Training Gaps (JOTGs) identified in the China Task Force study. Full funding of $69M in FY 2028 is required to continue advanced modeling and simulation / exercise architecture development, capability integration, and testing for ELITE CONSTELLATION 28 and FY 2028 Tier 1 CCMD exercises.

The JLVC Modernization continued to aggressively tackle key JLVC technical, infrastructure, and policy gaps to enable high-end training for CCMD Tier 1 exercises. Modernization construct in FY 2026 focused on five levels of effort to close Joint Operational Training Gaps (JOTG) for CCMD Tier 1 training: 1) Fully Informed Simulation Environment (FISE), developing a cross domain-based simulation architecture to deliver OPLAN training capability from TS/SCI to SECRET//REL; 2) Non-Kinetic Effects core capability development within the JLVC; 3) Standardizing JLVC Federation simulation data libraries to ensure data interoperability across the JLVC; 4) Modernizing Service and Combat Support Agencies’ simulation systems for all-domain modeling, incorporating space, cyber, and realistic electromagnetic spectrum (EMS) and information environments; 5) Leverage other transaction authority (OTA) to invest in rapid AI technology integration. In support of capability delivery, an additional LOE (LOE6 (Capability Integration, Test & Delivery)) was added in FY 2026 to anchor JLVC Modernization’s energies to delivering new capabilities, integrating capabilities into the exercise design and planning processes, and training personnel to use new JLVC features. LOE 1 (Fully Informed Simulation Environment) Objective: JLVC Modernization investment plan was developed to support Service and Combat Support Agency model development of TS/SCI-level platform, weapon, sensor, and Joint Fires capabilities. - Kickoff of JWICS Training Enclave expansion at JS J7 Suffolk to enable JLVC models and tools hosting at the TS/SCI level. - Kickoff of Phase 1 of the GoldenEye TS/SCI training network capability. Goal will be to extend the JWICS Training Enclave architecture from JS J7 Suffolk to two sites at INDOPACOM in Hawaii, one US Space Force site in Colorado Springs, and one site at Kirtland AFN (New Mexico) for the Distributed Mission Operations Center (DMOC). - SimShield 4.0 progression through NSA lab-based assessment testing for Raise the Bar (RTB) compliance. Once RTB is achieved in FY 2027, SimShield 4.0 will be installed on JTEN-S and the JWICS Training Enclave to begin integration with FISE capabilities. - High-end model development of TS/SCI capabilities in JS J7 JLVC models (JCATS, JLOD) and JTLS. - First use case of the expanded JWICS Training Enclave is scheduled for ELITE CONSTELLATION 2027. - First use case of FISE and GoldenEye capabilities is scheduled for ELITE CONSTELLATION 2027. - First use of GoldenEye at EUCOM, INDOPACOM, NORTHCOM, USSF Colorado Springs, Navy Warfare Development Command (NWDC), and 505th CTS (Hurlburt Field, FL) to enable TS/SCI distributed synthetic exercise capabilities. LOE 1 (Fully Informed Simulation Environment) • Main Goal: Fully interoperable all-domain environment across multiple classification enclaves to enable the Combatant Commander to fully train to OPLANs with Service Components, Allies and Partners. Completed development, testing, and integration of JLVC FISE capability, enabling interoperability and data integration of one JLVC Federation on one network with a larger JLVC Federation on another network via a cross domain solution (CDS). Completing this capability paves the way for FY26 integration and deployment of the National Security Agency (NSA)-approved CDS capability for the JLVC Federation. • Identified two CDS products for potential development and integration as a key enabling capability for FISE. CDS testing with JLVC FISE use cases was completed identified one solution to move forward with SimShield (COTS product). Coordinated directly with NSA CDS branch to prioritize SimShield raise the bar (RTB) testing and certification for delivery of capability in Q2 FY 2026. • Completed development of CDS rulesets for SimShield in support of Joint Innovation and Integration Laboratory (JIIL) testing. Resulting rulesets will be deployed for ELITE CONSTELLATION exercises in 2026 and 2027. • Identified JLVC TS/SCI federates (12) for deployment on the exercise TS/SCI network in preparation for full FISE operational capability in late FY 2026. JLVC Modernization team is coordinating all cyber security accreditation in preparation for FY26 FISE initial operation capability (IOC). IOC = TS/SCI-to- SECRET/REL with FOC = Program-to-SECRET/REL. • Identified weapons, platforms, capabilities, and kill webs for development in TS/SCI versions of Service and Combat Support Agency JLVC models and simulation, coordinating development efforts with key stakeholders and preparing FY26 investment plan to support development, integration, and testing of JLVC simulations in support of ELITE CONSTELLATION campaign in 2026/27. • Engineering architecture development completed for a TS/SCI training network to enable distributed training and wargaming capability for Joint and Service simulation centers across the globe. Coordinating with Defense Intelligence Agency (DIA) on the extension and expansion of the JS J7 JWICS training enclave for FY26. The FY26 JLVC Modernization investment plan enables the critical roll-out of the TS/SCI training network, additional JLVC federate tools on the TS/SCI training network, site support, and DIA capacity support for ELITE CONSTELLATION 2027. LOE 2 (Non-Kinetic Effects core capability) • Main Goal: Generate non-kinetic effects into the JLVC federation and model the response in the JLVC Federation. • Completed development, testing, and integration of the IOC version of JLVC non-kinetic effects (NKE) service. Utilizing the existing Joint Training Tool (JTT) simulation capability, the JLVC Modernization team developed a federation-wide effects service to enable Exercise Control imposition of NKE in support of scenario requirements – Space, Cyber, EMS and IO effects that have been traditionally white carded can now by directed at weapons, platforms, communications networks, etc.. modeling NKE and enabling coordination on all-domain NKE fires between the CCMD Joint Operations Center (JOC), Service Components, and supporting task forces. • In coordination with the Services and Combat Support Agencies, the JLVC Modernization project is developing an NKE service interface design standard to support the integration of JVLC federate NKE development in FY 2026/2027. FY 2026 JLVC Modernization investment plan has been developed to support the development, integration, and utilization of Service and Combat Support Agency NKE model development. • Through the Joint Training Synthetic Environment (JTSE) working group process, the JLVC Modernization has hosted multiple NKE workshops with Cyber, Space, EMS, and IO stakeholders to map out NKE capability development and employment in CCMD Tier 1 exercises. NKE service development was directly influenced through these workshops.
