Defense Equal Opportunity Management Institute (DEOMI)
DEOMI's mission is to foster cultures of excellence through learning, research, and integrated knowledge management to optimize total force readiness. To accomplish this mission, DEOMI uses RDT&E funds to conduct Management Support. This includes: • Research and analysis to inform advanced learning technologies, training methodologies, and modalities, competency models, learning objectives, human relations job-aids, publications, and recommendations for improvements. • Studies on human relations topics to understand how human relations, organizational performance, team performance, and other related topics impact individuals, units, organizations and their performance to enhance learning outcomes. • DEOMI’s Summer STEM program (e.g., Office of Naval Research programs), partnerships with the Military Service Academies, and other formal and informal collaborations with external academic, research, and government agencies across the world. Together, these initiatives ensure DEOMI fields up-to-date training programs and deploys cutting-edge training and support technologies/materials across the DoW. This is required by Executive Orders 13111 and 13218, which mandate all federal agencies to take full advantage of technological advances to educate and train the workforce, to ensure employees acquire the skills and learning needed to succeed in a changing workplace, and to report on the training technologies used.

FY2026 to FY2027 change Reduces contract services undertaken in alignment with Executive Order 14222, “Implementing the President’s Department of Government Efficiency Cost Efficiency Initiative”, which prioritizes cost efficiency, transparency, and the consolidation of services. This measure represents a deliberate workforce optimization strategy designed to streamline resources while safeguarding against adverse impacts to modernization initiatives and overall mission effectiveness.
FY2026 plans — current year DEOMI will continue existing partnerships with Military Service Academies, and expand to Service technology laboratories, Colleges and Universities, and continue to conduct topical research and analyses on human relations topics identified in DoDI 1350.02, and DoDI 1020.03.
