What the FY2027 request buys
Verbatim from the R-2A exhibit for project S1684 of PE 1160483BB. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Continues ALTPNT capability development; continues the AI/ML data collection study to provide future enhancement to surface crafts; continues further development of the MMS which will integrate current and future system displays into one software suite; Continues unique power and energy capabilities such as hybrid electric propulsion; transitions a passive ranging capability which will integrate next generation ranging technology into the CCFLIR II and FLIR III systems; begins transition planning to the Small Unmanned Surface Vehicle and unmanned systems sensor/ payload integration; continues development of Combatant Craft Assault (CCA) and Combatant Craft Medium (CCM) simulators; continues studies to enhance craft survivability.
Increase of $17.794 million supports both new and continued integration along with testing and modernization of multiple ALTPNT, C5ISR, hybrid propulsion, signature, and survivability technologies to reduce operational risk and ensure agility.
FY2025–FY2026: what came before
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Continue ALTPNT capability development; continue the Artificial Intelligence/Machine Learning (AI/ML) data collection study to provide future enhancement to surface crafts; further develop the Mission Management System (MMS) which will integrate current and future system displays into one software suite; begin unique power and energy capabilities such as hybrid electric propulsion; transition a passive ranging capability which will integrate next generation ranging technology into the Combatant Craft Forward Looking Infrared (CCFLIR) II system; begin transition planning to the Small Unmanned Surface Vehicle and unmanned systems sensor/payload integration; continue development of Combatant Craft Assault (CCA) and Combatant Craft Medium (CCM) simulators; continue studies to enhance craft survivability. Note: FY 2026 President's Budget included $0.00 million in discretionary funding and $8.556 million in mandatory funding for CCME.
Continue Alternative Positioning, Navigation & Timing (ALTPNT) capability development; continue development of the Mission Management System which will integrate current and future system displays into one software suite; begin unique power and energy capabilities such as hybrid electric propulsion; begin Artificial Intelligence/Machine Learning (AI/ML) data collection study to provide future enhancement to surface crafts; begin Small Unmanned Surface Vehicles (SUSV) and Unmanned Systems (UxS) sensor/payload integration. Continue development of Combatant Craft Assault (CCA) and Combatant Craft Medium (CCM) simulators; continue studies to enhance craft survivability.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 3.3 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 17.8 |
This activity is 27% of project S1684's FY2027 request and 5.1% of PE 1160483BB's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
