What the FY2027 request buys

Modernize the UDL to support a truly federated data architecture that offers enhanced scalability and flexibility for the Joint Force and allies. This modern architecture will enable the UDL to increase the data volume and number of data sources as new commercial sensors and systems are integrated into the SDA ecosystem. This architecture will improve data governance and access management and enhance key cross-domain solutions with increased resiliency, while also reducing platform cloud infrastructure, operations, and maintenance costs. A key to the new architecture is to ensure that the application interfaces currently in use by data providers and consumers are maintained and supported in the federated data architecture as the programs transition to the Enterprise data Integration Space Operation Node (EDISON) follow-on contract. The UDL program will enhance data integration, allied interoperability, and overall performance through the following key initiatives: expanding integration with C2 and SDA systems; implementing bi-directional data sharing with Combined Space Operations (CSpO) Initiative allies while enhancing the Allied Exchange Environment (AxE); and accelerating the Universal Translator (UT) deployment to remove data formatting barriers, improving legacy data onboarding. To support kill chain closure, the program will prioritize the following initiatives in FY27: (1) integration of kill chain-centric data sets at all classification levels and (2) integration of allied sensors to close gaps and improve SDA accuracy (including Deep space Advanced Radar Capability (DARC) Site 2 and other critical classified data sets). Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to, program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
FY 2027 funding increased due to UDL funds transferring into this new Program Element 1203156SF, Project 673941 in FY 2027 to consolidate data transport and networking efforts to provide greater transparency and alignment of common functions. This is not a new start.
