What the FY2027 request buys

Verbatim from the R-2A exhibit for project 653171 of PE 1203269SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue integrated, Government-led development and operational testing using operational assets, facilities and resources. Continue supporting prototype hardware, software, and critical component maturation, ultimately driving toward initial production readiness and deployment. Continue supporting vendor test activities to include field and user testing. Continue supporting test discrepancy work-off to ensure system functionality and requirement satisfaction. Enterprise Integrator continues to support the MGUE Inc 2 effort, to expand Military-Code (M- Code) receiver technology into additional applications. Continue supporting OCX 3F software planning, development and System Integration Testing (SIT) of OCX 3F into the Operationally Accepted (OA) OCX baseline. Continue GPS Enterprise-wide systems engineering, systems integration, and technical baseline management to ensure GPS Programs of Record work effectively together. Continue to explore future PNT technology initiatives. Support GPS III SV post-launch activities. Continue supporting OCX early operational capabilities. Continue supporting the government management team to test and resolve any OCX discrepancies and mission integration efforts. Continue supporting integration and launch preparation activities for OCX 3F and GPS IIIF SVs. Support PNT ground contingency planning and integration efforts. Continue systems evaluation for effectiveness in delivering capabilities of GPS Constellation Management, GPS Enterprise M-Code PNT Determination, GPS L2C signal PNT Determination, and GPS L5 signal PNT Determination. Support operational demonstration of Vanguard NTS-3 program and acquisition planning for selected technology for transition to operational systems. Work with US Civil Partners to develop and assess future GPS opportunities to make GPS more resilient for civil users. Support Mission System Certification and Accreditation, Enterprise Cybersecurity and Security Certification. Continue program planning and strategies, technology assessments, PNT innovation initiatives, systems engineering, approach to integrating new capabilities into the current GPS Enterprise, and other related activities. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.

FY2026 to FY2027 change

FY27 Increased due to additional cybersecurity and certification efforts for GPS hardware and software system assurance as well as providing systems engineering support for PNT ground contingency support and additional GPS enterprise resiliency planning.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue integrated, Government-led development and operational testing using operational assets, facilities and resources. Continue supporting prototype hardware, software, and critical component maturation, ultimately driving toward initial production readiness. Continue supporting vendor test activities to include field and user testing. Support work off of test discrepancies to ensure system functionality and requirement satisfaction. The MGUE Inc 2 effort will continue to expand Military-Code (M-Code) receiver technology into additional applications (precision guided munitions) and develop aJoint Modernized Handheld (JMHH) device. Support OCX 3F software development and System Integration Testing (SIT) of OCX 3F into the Operationally Accepted (OA) OCX baseline. Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 653171's FY2027 request and 52% of PE 1203269SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
