What the FY2027 request buys
Verbatim from the R-2A exhibit for project 643730 of PE 1203710SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
The EM DaaS effort continues the Muon SBEM variant contract, which transferred from the EWS Major Thrust in FY 2026. The FY 2027 Muon SBEM variant satellite effort will launch two satellites for DoW weather center suitability assessment. The EM DaaS program will mature technologies through commercially funded on-orbit demonstrations, modify ground processing algorithms for DoW Weather Center models and assess on-orbit data for operational suitability.
FY 2027 increase reflects the transfer of the Muon SBEM variant demonstration effort previously executed from the EWS FY26 Major Thrust of this program element. Includes maturing and integrating commercial EM capabilities, including on-orbit demonstrations and integration with DoW Weather Center models.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
The efforts described in the description are funded in the 'Electro-Optical/Infrared Weather System (EWS)' major thrust within this program element in FY 2026, and will transfer to 'EM Data as a Service' in FY 2027.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 37.5 |
This activity is 26% of project 643730's FY2027 request and 26% of PE 1203710SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
