Scale and deliver space enterprise capabilities beyond discrete mission threads to a fully integrated, resilient, and adaptive end-to-end system-of-systems architecture for multi-domain operational scenarios. Integrate, in partnership with PEOs/Portfolio Acquisition Executives (PAEs) 4+ classified weapon systems at the core of multiple kill chains requiring capabilities across USSF and mission partner portfolios needed to execute the Joint Space Operations Plans (JSOP) and Command, Control, Communications, and Battle Management (C3BM) scenarios associated with Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT), Protect and Defend, and Electronic Warfare/Joint Fires missions. Enterprise integration of these systems requires infrastructure, sensors, networks, cyber, and security with touchpoints to 8 PEO/PAE portfolios and respective mission partner organizations, international, Allies, and partners. Lead and participate in 3+ joint exercises with other U.S. military branches and mission partners to assess and validate the integrated enterprise's capabilities in 6+ simulated real-world multi-domain conflict scenarios, including high-intensity warfare, to deliver fully burdened combat ready capabilities to the USSF warfighter. Analyze cross-program interfaces, validate data link connections and message data formats needed for operational effectiveness, and assess reliability/availability/maintainability of systems across mission threads. Verify command and control interfaces and protocols to ensure seamless communication and data sharing across 8+ PEO/PAE portfolios, mission partner organizations, and commercial and international partners. Extend testing to include integration with terrestrial, air, and maritime-based systems. Develop and deliver 24+ critical, baselined System-of-Systems Engineering (SoSE) documents to include system-of-systems requirements in collaboration with CSRO, enterprise mission performance functionality allocations, DoW Architecture Framework (DoWAF) Systems Viewpoints, and threat/target performance and characteristics associated with operational scenarios. Deliver integrated enterprise schedules to ensure multi-system integration and readiness to find, fix, track, target, engage, and assess (F2T2EA) across multiple, contested operational scenarios. Deliver these SoSE documents within a robust governance process to maintain authoritative documentation of the integrated enterprise, ensuring requirements traceability and program integration accountability. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to, program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
FY 2027 increased due to expanding the program's integration activities to directly fund the acquisition and integration of capabilities necessary to close existing gaps in USSPACECOM and Combat Forces Command (CFC) priority kill chains to deter through strength, defend the U.S. homeland and space and terrestrial assets, and defeat near-peer threats in space.
FY2026: the year under way

Integrate space command and control (C2) capabilities across USSF PEO portfolios and mission partner organizations to close kill chains and enable effective and resilient counterspace operations. Develop an end-to-end, system-of-systems test plan to test the integration of 4+ weapon systems across the USSF needed to execute the Joint Space Operations Plan (JSOP). The enterprise integration of these systems also requires access to infrastructure, sensors, networks, cyber, and security which requires touchpoints to 5+ program offices and respective mission partner organizations. Develop 12 critical and baselined system-of-systems engineering documents to include operational capability to system-of-systems allocation matrix, enterprise mission performance functionality allocations, DoW Architecture Framework (DoWAF) Systems Viewpoints to identify architecture connections, and threat/target performance and characteristics associated with the operational scenarios. Complete analysis on 4+ operational scenarios at highly classified levels in support of the JSOP's C3BM scenarios associated with Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT), Protect and Defend, and Electronic Warfare/Joint Fires missions. The analysis will include cross-program interfaces, which spans validation and verification of data link connections and message data formats needed for operational effectiveness, reliability/availability/maintainability of systems across kill chains, and overarching interoperability. As discrepancies are identified, complete analysis of cross-program interfaces will be done resulting in enterprise requirements that will be run through the SoSE processes for governance and inserted into the enterprise technical baseline as necessary and in coordination with CSRO. Deliver capability roadmaps to ensure multi-system readiness to find, fix, track, target, engage, and assess an engagement for all operational scenarios. Develop in concert with partnered organizations integrated assessment plans resulting in participation of joint exercises to deliver fully burdened combat ready capabilities to the USSF warfighter. Expand analysis and integration into additional mission threads and provide USSF leadership recommendations on actions needed to deliver an integrated space enterprise. Drive the use of next generation digital engineering capabilities at the Combined Space Operations Center (CSpOC) to enable timely and effectively delivery of space support to the Joint Force. Assess threats to USSF terrestrial data transport infrastructure, identify high-risk locations and missions, and formulate resilience measures that assure connectivity in competition and conflict. Coordinate with mission partners to integrate commercial antennas into USSF tracking, telemetry, and control architecture and supporting resource scheduling systems. Assist program offices with the integration of cyber-security and Defensive Cyber Operations for Space capabilities into space weapon systems. Provide the modeling, simulation and analysis tools and expertise needed for the above tasks. Transition prototype digital services and digital engineering ecosystems to SSC PEOs for execution. Prototype and evolve cloud data architecture, machine learning, and artificial intelligence integration. Provide resource prioritization analysis and recommendations to USSF leaders.
