What the FY2027 request buys
Verbatim from the R-2A exhibit for project 657106 of PE 1206440SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Complete integration of FORGE Applications onto the FORGE Framework for SBIRS ITW/AA Strategic Missile Warning data processing. Complete final system level integration and testing of mission data processing thrust area (EOS, MDPAP, and SSP) for SBIRS and NGG transition to operations on FORGE. Further develop the DevSecOps pipeline to be responsive to evolving threats. Implement plans to integrate Medium Earth Orbit (MEO) / Low Earth Orbit (LEO) sensor data from MEO Epochs and Space Development Agency (SDA) Tranches. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, cloud technologies U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
The budget for this activity increases in FY2027 to fund the transition of the legacy SBIRS system to the FORGE baseline and integration of next-generation sensors. The FY2027 budget supports the significant work of completing the final system-level integration and testing for the Next-Gen GEO (NGG) and proliferated LEO tranche 1 to operations on FORGE.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Continue follow-on development and complete integration of Mission Data Processing Application Provider (MDPAP) application onto the FORGE Framework for SBIRS ITW/AA data processing. Mission Data Processing Application Framework (MDPAF) to close out end of FY2025, and Enterprise OPIR Solution (EOS) to be the new contract in place starting FY2026. Complete final system level integration and testing of mission data processing thrust area (EOS, MDPAP, and Sensor Specific Processing) for SBIRS transition to operations on FORGE. Further develop the DevSecOps pipeline to be responsive to evolving threats. Develop and implement plans to integrate Medium Earth Orbit (MEO)/ Low Earth Orbit (LEO) sensor data from MEO Epochs and Space Development Agency (SDA) Tranches. Rapidly respond to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 203.7 |
| FY2026 | Enacted | 173.7 |
| FY2027 | Request | 336.5 |
This activity is 52% of project 657106's FY2027 request and 44% of PE 1206440SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
