What the FY2027 request buys

Verbatim from the R-2A exhibit for project 1662 of PE 0204136N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Develop, test, and evaluate software changes required for the development of AGCAS for F/A-18E/F and EA-18G variants. Research changes needed to the Mission Computer (MC), Flight Control Computer (FCC), and Digital Video Map Computer (DVMC) for all blocks of F/A-18 E/F and EA-18G aircraft.

FY2026 to FY2027 change

FY2026 to FY2027 increase of $18.148M is due to the ramp up of developing, testing and evaluating software for AGCAS on F/A-18 E/F and EA-18G aircraft. Evaluation includes changes required for the MC, FCC, and DVMC-U on all blocks of F/A-18E/F and EA-18G. The F/A-18 and EA-18G communities have experienced several aircrew fatalities and loss of aircraft due to Controlled Flight into Terrain (CFIT). To mitigate this risk, AGCAS has been identified as a critical safety enhancement that will execute automatic, last-instant ground-collision avoidance maneuvers. This is a required capability to reduce the risk of CFIT, thus enhancing aircrew survivability, and improving overall safety.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Conduct evaluation of software changes required for the development of AGCAS for F/A-18E/F and EA-18G variants. Research changes needed to the Mission Computer (MC), Flight Control Computer (FCC), and Digital Video Map Computer (DVMC) for all blocks of F/A-18 E/F and EA-18G aircraft.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 14% of project 1662's FY2027 request and 13% of PE 0204136N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
